Why are colored in pixelly monitor? Is the video card?

My monitor has been acting strangely for the past week. Especially the reds and browns are pixelated, but so are the dark greens and other colors. I have tried to turn around the team a couple of hours (overnight), but still does not work. Do I need a new monitor or video card or something?

Check the color depth settings on your computer, you may be dropped to 256 colors, for some reason.
