How serious are my shin splints? How long should I rest before running? wait until im 100% more?

Very difficult to walk …. …. RICE is left shin is 95% after one week of this treatment … . right leg is maybe 60 %…. Limp walk me …. What are your recommendations … I am now forced to move to an exercise regimen of swimming …. How long does it take to improve? I'm seeing my doctor in 8 days during the holiday recess. Im 29, have lost 25 pounds … in very good shape .. I will be receiving new shoes. Please tell me I can have my old system back soon?
